Weka is an open source data mining and machine learning tool developed at the University of Waikato in New Zealand.

It has been around a number of years and I completed 2-3 courses in it back in 2013/14. It can be used to complement a deeper data mining workflow where Weka can be utilized to gauge and estimate results one would get from programming from scratch. It definitely is a quicker way to determine best fit algorithms. Algorithms can then be incorporated into data mining workflows in Java as an example. It now comes with some big data analytics capabilities and time series analysis.
